Dorset Local Plan: Your Comments are Vital. Act Now!

Here’s how to be informed and have a say on the new Dorset Local Plan.

The Dorset Local Plan is in it’s first public consultation phase. We outlined it’s ramifications in This Post. It will have have a large impact on Ferndown and West Parley for the next 18 years. It is vitally important that as many people and groups have their say as possible.

By necessity it is a very large and detailed document. Here we will try and simplify to those areas of the Local Plan we consider of most concern to Ferndown and West Parley. We will show you how we think you can easily lodge your comments/complaints/approval.

Dorset Council are holding a number of webinars. It is easy to join these (just like playing a YouTube video) This one below is specifically about South East Dorset and the Ferndown area and will be broadcast at 12.00pm on the 11th February. You will want to read about what is planned for Ferndown and West Parley. The key Dorset Council document describing the councils vision is this one:

We have produced a cut-down version that only has the Ferndown and West Parley section. While this may be an easier and less confusing read we must emphasize that it is NOT the full document.

How to Comment/Object/Approve

There are three ways to do this.

Dorset Local Plan Response: On-Line Form

The way Dorset Council would prefer is by using this on-line form. There are a number of advantages with this. You can pick it up and put it down. If you reach a point where you need to stop for a while, you can save what you have done and get an email link set to you which you then click to resume where you left off. You can do this as many times as you like and you can go back and alter what you have already added as you wish.
The only time your comments get set in stone is when you submit it. Just like when you post a physical copy.

Dorset Local Plan Response: Physical Form

You can Download a Copy of the form from Dorset Council. Or you can ask the council to send you a physical (paper or electronic PDF) form. To request such a form from the council phone them on 01305 252500 or email to planningpolicy@dorsetcouncil.gov.uk  State your postcode/address and that you would like a copy of the Local Plan response form. We intend making a copy of this form available here soon. YOU MUST USE THE SPECIFIED FORM. Do not reply in an ad-hoc manner.

Alternately you can email a scanned copy your completed form back to the council to planningpolicy@dorsetcouncil.gov.uk . Always request confirmation of email arrival.

Filling in the Form.

The form is divided into a number of parts

Part A – This is where you say who you are. This section must be provided. All other sections are optional.

Part B – General Questions. Here you will need to indicate which part of the plan you are commenting on. If you are commenting on more than one area you will need more than one Part B.
Part B is NOT the place to state your concerns about housing areas. In part B you may wish to comment on (example) plans for Ferndown Town Centre or the West Parley Enhancement Scheme (See start Section 11 through to section 11.4. Policies FERN1 and FERN2.).
We think Part B would also be a good place to express your views on the proposed removal of Special Character Area Status from large areas of Ferndown and West Parley.

Part C – Sites for Housing and Employment. This is where you comment on a particular development site. If you are commenting on more than one site you need more than one Part C
In Ferndown these sites are as follows (see document section reference):
Housing
• FERN3: Green Worlds, Ringwood Road, Ferndown (11.5.1 70 homes)
• FERN4: Land to the East of New Road, West Parley (11.5.6 320 homes)
• FERN5: Land To The West Of New Road, West Parley (11.5.9 150 homes)
• FERN6: Land at Dudsbury Golf Course, Longham (11.5.13 proposed 700 homes)
• FERN7: Land off Angel Lane/ north of Ham Lane (proposed 400 homes)
Industrial
• FERN8: Blunts Farm, Ferndown Industrial Estate (11.5.25 30 Hectares)
• FERN9: East of Cobham Road, Ferndown Industrial Estate (11.5.29)
• FERN10: Land west and south of Longham Roundabouts (proposed allocation)

We feel it is unlikely FERN3,4,5,8 or 9 can be influenced as they are already approved. Although their existence can be used in reference to the other proposed allocations.

Parts D through to End. You may wish to look through the other areas where you may comment and potentially influence the councils strategy. But all these sections are optional and can be left blank.

Tips

• Always be polite. Offensive and/or aggressive language NEVER influences plans.
• NEVER make unfounded or suspected accusations regarding personal involvement.
• Try not to make generalizations. Try and make specific points. Twenty incisive words are far better than 100 words of waffle.
Don’t let matters drift. Get on with it! Your motivation is now! So act on it now!

 

 

Public Consultation: Dorset Local Plan

Dorset Council have a new draft Dorset Local Plan. They have just put it out for public consultation. The local plan is the strategic planning document that will will control housing and industrial developments within Dorset for the next 17 years. This includes Ferndown and West Parley. The plan covers the period through to 2038. Although the final draft will not be approved until 2022 it will retrospectively cover 2021 as well.

It is important that people read some (if not all!) of the documentation and make comments as appropriate. The ability to comment is easily achieved through an on-line form although if you prefer, written submissions are also taken.

Ferndown and West Parley

As far as we can tell, the main document affecting potential housing and industrial development within Ferndown and West Parley is THIS DOCUMENT. Particularly see Section 11 page 41 onwards.

The full document set is available HERE ( the highlighted document above is actually the second document in the list). The full document set covers the whole of Dorset. As a consequence it is very large.

The first document within the document set gives an introduction to the Local Plan and also outlines housing development supply. It features Ferndown/West Parley as the largest (by far) contributor to new housing development within South Eastern Dorset.

So if you have not come across local plans before it may well be worth having a quick skim of the introductory document. It is a good way to acquaint yourself with what the Local Plan is all about. This introductory document is directly available on THIS LINK.

Consultation Duration

The consultation runs from now until 15th March 2021.

The form for presenting comments to the council is available on THIS LINK. The form is interactive and (I believe) you can pick it up and put it down. Your partially completed response will be saved over each session and you can use as many sessions to complete the consultation as you like. The amount you add to the consultation is up to you. You can comment on as many sections as you like. You can modify/erase/add to your response at any time until submitted.

While the Local Plan will probably be updated after every 5 years, the broad brush approach will be set by this document until 2038. So it is important that everyone has an input.
