Dorset Local Plan Development

The new combined Dorset Council has begun work on a new Dorset-wide Local Plan. This will be the document that guides many aspects of development within the area. It will be valid for at least ten years after publication.

It will include a housing strategy and land bank as well as a development strategy for industrial development.

Particularly it will define the councils future attitude to such local features as Special Character Areas. These were planned to be scrapped in the now defunct EDCC Local Plan. They were only saved because the EDCC was consumed by Dorset Council. The EDCC’s new Local Plan became obsolete before it was published.

While the development of a Local Plan is necessary we must all keep a very close eye on what it contains. As an example the Special Character Areas (as mentioned above) were due to be removed. There was no apparent reason for this except that it appeared to make the planning departments life somewhat easier.

The clause in the EDCC Local Plan authorising this removal was obscure. It amounted to two or three sentences. It was buried deep in the document and could have easily been missed.

Local Plan Vigilance

Whatever we do we must ensure that this document contains no shortcuts or political conveniences that we will all have to live with for at least ten years.

Currently Dorset Council is conducting a “call for sites”. In other words it is inviting developers, agents and land-owners to put forward sites which they would like to develop to meet future demand. The “call for sites” is not only for housing, commercial and industrial land but also for potential sites for gypsies, travellers and traveling show-people.

At this stage the process is completely confidential so it is impossible to know exactly what land has been put forward for what use and when.

Please register with Dorset Council to get updates on this plan and its development. When registered Dorset Council are obliged to send you an email when the process goes forward.

When the SFRA knows more we will make the information public.

Very Urgent! West Parley Planning Update

West Parley Parish Council has informed us that Dorset Council has called a planning meeting to discuss and vote on development at Parley Cross.

This highly controversial mixed development is planned to be built on what was Green Belt at Parley cross-roads. The Green Belt designation was removed purely in order to facilitate this build.

In this meeting Dorset Councillors will vote on whether to approve the scheme or not.

This is all being done to an incredibly tight time-scale. South Ferndown Residents Association has only just heard of this (thanks to West Parley Parish Council) Yet the call for speakers at the meeting closes on MONDAY! The meeting itself is only two days later on Wednesday 31st July, which is less than a week away.

The only concession we can see is that the meeting will be held at:
Allendale House, Hanham Road, Wimborne, BH21 1AS to allow a larger public attendance.

The Meeting will take place at Allendale House at 2pm on the 31st July

The recommendation to the Councillors is to approve all THREE items on the agenda. These are:

3/17/3609/OUT : Lands East of New Road West Parley Dorset

Proposal: Outline application (All matters reserved except for access and associated link road); with up to 386 dwellings (Class C3); upto 1000sqm of retail units (Classes A1-A5); upto 900sqm of offices (Class B1) and upto 2200sqm of foodstore (Class A1); together with accesses, a link road and associated highway works, public open space including SANG, allotments, landscaping and associated works.

3/17/3610/COU : Land East of Church Lane, West Parley (SANG for Core Strategy Policy Site FWP6)

Proposal: Change of use of land to a suitable alternative natural greenspace (SANG) and associated works.

3/19/0821/FUL : Land South of Christchurch Road, Christchurch Road, West Parley, Dorset, BH22 8SL

Proposal: Erect an 80 bedroom Care Home with associated parking, landscaping and amenity space.

South Ferndown Residents Association (SFRA) consider such ill-considered over-development as potentially catastrophic for the area.

We hope the council sees sense. Meanwhile the SFRA will be in attendance to press our case.
